About This Course
Understanding government contract law is the lynchpin to being an effective contract and program management professional. This course will help you avoid the most common legal mistakes and facilitate compliance with applicable laws and regulations. Without this understanding you expose yourself and your organization to possible legal entanglements.
The Government Contract Law Workshop takes you through the purpose, interpretation, applicability, legal and administrative ramifications of the clauses, statutes, executive orders and regulations applicable to Government prime contracts and subcontracts. In addition to learning the law, the instructor will use case studies and numerous practical examples to provide "real world" context to the course.
You'll get a primer in "preventive" contract law to help you avoid legal problems and to handle them swiftly and effectively if they do arise. The major decisions of the Boards of Contract Appeals, the Comptroller General, and the Courts are examined. The rights and responsibilities of the Government and the prime contractor and the specific problems of the prime and subcontractor relationship are explained. The Federal Acquisition Regulation (FAR) and its relationship to the current agency regulations will be covered in detail.

Mr. Tomanelli is a retired Air Force attorney and has held numerous high-level procurement law positions, including Chief of Acquisition and Fiscal Law for the Air Force’s Air Mobility Command and Senior DoD Counsel for the National Reconnaissance Office (NRO) in Chantilly, Virginia. He has provided consulting services and legal advice in support of highly classified major system acquisitions and has been a member of many source selection boards, advisory councils and “red teams.” Mr. Tomanelli has a current TS/SCI security clearance and has provided legal support on numerous classified aerospace systems acquisition for the NRO for five years. He also was a Professor of Contract and Fiscal Law at the Army Judge Advocate General's School in Charlottesville, Virginia, for three years where he provided instruction in a wide variety of procurement and fiscal law topics. In 2001, he was selected as “The Outstanding Career Judge Advocate of the Air Force.”
Mr. Tomanelli received a B.A. and J.D. at Hofstra University, and a Master of Laws in Federal Procurement Law at George Washington University. While earning his Master of Laws degree in Procurement, Mr. Tomanelli worked as an Intern at the Armed Services Board of Contract Appeals, where he gained valuable experience in all aspects of contract claims.
Since 1995, Mr. Tomanelli has consistently been one of the highest rated acquisition trainers in the country according to student evaluations. He has authored over thirty-five course books and written numerous articles for national publications on the topics of federal procurement and fiscal law. Mr. Tomanelli has authored a comprehensive textbook titled, A Practical Guide to Federal Appropriations Law (MCI, 2003); is the Lead Editor of the Federal Acquisition Regulation (FAR) and the Annotated FAR for Thomson-West Publishing Company; and has received “Small Business Achievement Awards” for two consecutive years from the Department of Homeland Security. Mr. Tomanelli is an attorney in good standing of the Virginia, New York and Florida Bars; and serves on the Advisory Board of the Government Contractor (West Publishing).

Course Schedule
- Registration begins at 8:00 am
- Class begins at 8:30am
- Class ends at 4:30pm
- There are several 10-15 minute breaks throughout the day.
- Lunch generally begins at 12:00pm and lasts approximately 1 hour

You may designate a substitute in writing any time before the course.
Cancellation requests must be sent in writing (email or fax) and will be subject to a $100.00 processing fee. No cancellations or transfers are accepted within 2 (two) weeks prior to the course start date or later.
